Ultimatum is a rather obscure Marvel character, a sort of terrorist that appears as minor enemy. But I thought he would make a terrific GI Joe, and hence, I made my version; I used a Cobra Trooper 25th head, legs of a GI Joe Grunt or similar, and upper torso of a Indiana Jones figure.
